"Registrate, has tu cita, y paga en línea para el nuevo examen de ged 2014" I'm pretty sure this says: register, have an appointment, and pay online for the new 2014 GED. My question is why use "has". I admit, I don't really understand this verb outside of being a helping verb. But we not use recibir or tener? Also why suddenly switch to present tense?

My guess is that it is a spelling error, they meant haz- the informal command of hacer- make your appointment. Especially since the verbs on either side are informal command forms.

I live nearer Spain so try & emulate Spanish pronunciation, but since starting Spanish I've always found S.American speakers easier to understand... Not sure why... - Faldaesque, Dec 18, 2014
