These respondents have answered well. However the verb "tiene" is in the third person singular form. It could mean "how old are you" or how old is he/she or the dog or whatever
With third person endings sometimes a personal pronoun "usted", "él" or "ella" or a noun like "el perro" should be used as a clarifier.
Using the "tú" form, however, there can be no mistaking who the subject is.
¿Cuántos año tienes?" can have only one meaning. How old are you?

All you have to do is define it as it is. Cuando- as many as it is Tiene- have Años- years
So it practically means "how old are you?"
