baja educación o de educación baja.

In this precise context I would say "falta de educación"

In the north of Mexico this is commonly used:

"Es una persona con poca educación" .

The phrase includes both hypothesis: lack of formal or informal education (academic or unskilled in manners). Context defines which is used.

Do you mean academic education or cultural upbringing?

If it´s about someone´s bad behaviour, in Mexico we would say the same as Chileno has suggested: Es una falta de educación.

If it´s about someone who lacks academic education, we would say: persona no preparada / falta de preparación.

These are all excellent suggestions! I was thinking more of a person who was lacking a formal education and focusing primarily on Mexico. Thank you all for your input. I welcome any other and/or future suggestions!
