I've read many posts on adding pictures to a question or answer, but it seems that they all refer to adding pictures from other websites, such as memes. Is there a way to upload an actual picture file, such as a JPEG? If this question has already been answered, I apologize. I could not find this specific information. Thank you in advance for your guidance!

No - you cannot link a picture on your PC directly.
But you can upload a picture to a site like Photobucket and then link to that picture by copying the HTML address and posting it in your SD post.
