So if I were to tell somebody I smile when i see your face I would say " me sonrío cuando veo tu cara"

Yes, because you smile every time you do so, it is habitual- but if you said I am going to smile when I see your face- then you use vea. - bosquederoble, Nov 7, 2014

In comparison of the two- veo is the present indicative yo form of ver, and vea the present subjunctive form (but also for usted and third person singular, and hence usted command).

So both mean I see

Cuando veo a ti- whenever I see you, every time I see you

Cuando (yo) vea a ti- when I see you (it hasn't happened yet)

So you use veo when present indicative is needed, and vea when present subjunctive is called for.
