I believe florecer is the much more common verb, and florar is rare. I would just use florecer. Here is what RAE says:

Both mean the same more or less. The main difference is that the verb "florecer" has other meanings (as bosquederoble posted). "Florar" is not common used in spanish, but in the last years is more common because is the verb used in the "marihuana farmer slang" instead florecer.
