You asked:

Since you said 'talking to' (addresing) a baby girl, as opposed to talking about/referring to a baby girl, I am going to assume you mean the subject pronoun, which in this case would be the familiar form: eres, if you are in Spain, or Ud in parts of South/Latin America where they Usted when talkng to members of their close family.

eg: Eres muy bonita

You could also say niña or better still just speak to her using her real name, eg Sofía, Isabella, etc,...
