WHAT is the proper english word for "papel chino"
that is the thin white paper that comes in large sheets
in Mexico it is used for wrapping and handcrafts etc.

I think you are referring to what I usually call "tissue paper" - distinct from "tissues" like kleenex or toilet tissue, another name for toilet paper.
It can be white or come in various colors.
Tissue paper is often used to wrap things to protect them; also the colored version is used to decorate gift bags.

I would call it rice paper also. l buy and use rice paper for my craft work. If chino translates as Chinese, that would be a good clue as rice paper originally came from China and Japan. The stuff l buy these days from Ebay still comes from China.
