How does one translate "no deja de ser"?

Hello everyone,

The following is a caption from a Spanish travel video:

"No deja de ser el sur, y como en España, donde la gente es muy espontánea, abierta, graciosa, en Osaka es igual." (from RTVE website - Españoles en el mundo - Osaka)

I'm puzzled by the phrase "no deja de ser".

After some searching around, I think it translates literally as "it does not stop to be that the south..."

So I have rendered it as: "It is always the case that the South, and like in Spain, where the people are more spontaneous, open, fun-loving, in Osaka it is the same."

It makes sense because I know that is what Osaka is like compared with Tokyo in the north but is that the right translation?

I think your translation is OK, however this context of no deja de ser has the nuance of without doubt / undoubtedly.

Not to be confused with the literal meaning of dejar de ser, ie: Ella nunca deja de ser problemática .... She never stops being problematic.
