Help needed for translation

Hello! so i need help on a particular sentence in a translation exercise which is about the education systems in Spain.
'aunque la educación no universitaria en las escuelas públicas es gratuita en España...' I'm just not sure on what 'no universitaria' means, i've looked it up and i got university students, but it looks like a verb. Any help?

la educación no universitaria - that actually refers to "non-university level of education" .... i think that is the school education before getting admission in a university. I am not from spain. So someone else could have explained better.
