Do you rearticulate the second e, or does it sound like you're saying "ler"?
And for its conjugates -- lees, lee, leemos, leen?
Also, does this apply to all pronunciations on double vowels?

Yes to my knowledge- for vowels that are the same- some double vowels form dipthongs (single sound) if they are not the same. In those cases accents are used to tell you when not to meld them. Your best bet is to use the videos in the dictionary here to get a sense of how to pronounce different combinations.
