It depends on context. It can mean crazy, or bankrupt, or worn out from being old.

Indeed, there's a lot of words that are good to learn but better to not use. Though you may never say to someone "ch#&$ su m#dre" you should know what it means as you gage the level of how mad you've made your waitress. - Kiwaiano, Jun 19, 2014

A little research at the site below shows that in Mexico it can mean "penniless" or "extremely tired and it is use with andar bien or andar muy.
