Are messages which pop up automatic or from a human?

Question

I just tried to add a comment to an answer which refered back to one of my own answers and a box popped up saying 'capitals are shouting, please resubmit' but I was responding to a comment about the Notes in Spanish website to indicate the native Spanish speaker was from Madrid and to keep the comment brief I used the abbreviation for Notes in Spanish which they use on their site of capital N capital I and capital S - this appeared to trigger a message saying don't use capitals. My first thought was that I may have left the capital lock on so I retyped noting the capital lock wasn't on but got the message again until I retyped with the name in full. I don't recall a message when I have typed BBC - does it just apply to comments? I have certainly seen questions which have capitals in them so is this a recent change? I agree with respecting others on the site and was not using capitals inappropriately.

Belatedly I can say it seems to just apply to comments - I added a comment referring to a podcast on RTVE and an instant message popped up telling me not to use capitals and to resubmit my comment! Still I think I have now learnt that I cannot put consecutive capitals in a comment.

It is possible to be quite rude without using capital letters, or censored words. Capital letters would be very nice to emphasize the change in corrections, especially given that I don't know how to bold or italicize in the comment box. :) - bosquederoble, Feb 13, 2015

I'm pretty sure that this message just applies to comments. As for what you title asks, they are automatic. The capital/shouting warning seems to fluctuate in strength, as I can sometimes type very long words in capitals one day, but only 2 or 3 letters another day.
