Forgive my first attempt... Putting it like this helped me, thanks to a little help from my Mexican friend.
"No se ve a gente elegante" - Elegant people are not seen/One would not see Elegant people
"No se ve la gente elegante" - The people do not look elegant
You don´t see
This is the case of "impersonal se" .. in spanish 'se' is used to make impersonal sentences .. without any specefic or definite subject .. look at the following examples and you will understand :
A regular statement ,, La gente de españa habla español generalmente (now this is a normal regular statement with a specefic subject 'la gente' .. which can be translated into english as .. people of Spain speak spanish generally ..
Now an impersonal sentence : se habla español en españa generalmente .. which in English would mean ,, one speaks spanish in Spain generally or spanish is spoken in spain (generally) ... we call such sentences impersonal as there is no definite subject ,, in English we can make such impersonal sentences by using short phrases like "one speaks" "one prays" etc.
So .. no se ve in your context means .. "one can't see" or "can't be seen" .. so it means .. one can't see elegant people..

It's a way to do the passive sentence in Spanish. In English the passive sentence is used more than in Spanish. In Spanish is very common to change SER+Participio to "se"+verb
No es vista gente= no se ve gente (we wouldn't say "no es vista gente", it's sounds a little weird, like literal translation from English)
No se ve gente: People is not seen (something like that)
