This question comes up all the time and I don't even know how anyone can even begin to measure this.
Generally you will hear one of two answers, Spain or Colombia. But guess what? Here's a fact many Spanish learners (and perhaps even native speakers) aren't aware of.
Mexican Spanish has practically become the de facto standard for neutral Spanish, both for accent and correctness. It is heavily preferred for dubbing and shows/movies that will be viewed by a wide Spanish audience. Surprised? With that said, does that make Mexican Spanish the best Spanish?
The truth is Spanish is spoken in so many different countries and has many variations. Each country has it's own slang, colloquialisms and regional expressions, not to mention accents. People with a poor education will always speak poorly no matter what country you're in. And the same goes for people with a good education, no matter where they're from they'll speak well.
In my opinion trying to figure out who has the best Spanish is a waste of time. If you're concerned about which Spanish you should be learning, choose the accent you like or choose by the Spanish speakers you will be talking to the most and make sure you have a good teacher.

I would say Mexico, since they strive to speak a more neutral Spanish without accent. At least their TV and movie industry try that way. If there is an actor from another country and his/her accent and is easily discernible the actor is asked to take speech lessons in order to lose that accent.

How could you (ie: anyone) possibly measure who speaks the best Spanish, English, French or any language in the world that is spoken worldwide?
The Spanish would probably say they speak the best Spanish, the French the best French certainly better than the Belgians lol, The English would say they speak English better than the Americans lol etc....
It would really be impossible to come to any definite conclusion since it is such a subjective judgement
I agree with Rodney that it is really a waste of time to compare them in this way! After all, It's all just a matter of personal choice which accent and culture you like best (prefer)!
I also agree with Rac that there is no definitive 'best' way they are all good (valid) so you just need to choose whichever style of Spanish you prefer and continue to enjoy learning it with the help of ths lovely community here!
I think that there will always be linguistic and cultural variations between Spanish speaking countries, which you will need to take into account and be sensitive to, when travelling to a country that speaks Spanish differently from the country in which you learnt it, or that varies from the influence of your native/non native teacher eg Spain , Colombia, Chile, Peru or Argenttina.
I prefer Castellano, which originated in Castille,northern Spain, but that is my personal preference, and so I cannot make any claim regarding its superiority! I also happen to love Colombian and Peruvian Spanish, to ! I just love Spanish (period!) and if I can make myself understood with natives from any Spanish speaking country , then I am very pleased!
Somone might say, How come you were born in Peru but prefer Spanish spoken in Spain?...Good question, I say! Well, To be honest It's a lot cheaper to travel to Spain and parctise my Spanish with natives in that lovely country than to travel to Peru or any other Spanish speaking country in the world, and I have therefore become familiar with the style of Spanish spoken in Spain.

I lived in Colombia for 5 years. Colombia has a reputation for having really great Spanish.
In my opinion, I think all Spanish is great.
If you are taking lessons, the teacher will usually teach a neutral Spanish that can and will translate to any country.
Concentrate on that first and then choose your path if desired.
I have traveled all all over Central America, South America, The Caribbean, and Spain. If you have a base you will be fine. Instead of judging which Spanish is the best, learn how each country, region, city, age group, etc. speaks. This will make you more well rounded, and will help develop a better attitude towards different languages and cultures.
If you do travel, remember that you are a guest in their country.

Pick a Spanish speaking country that you want to visit or stay in and make that the best one. Although I agree with Motema on Colombian Spanish.

The best is very subjective to opinion. There are many great answers posted to answer your question.
The Spanish in Costa Rica is spoken slower than many other countries making it a good place for the beginners to learn. For the advanced it is a personal choice and in my opinion it is better from one of the major countries like Spain, Mexico, etc. They have a greater influence in the global market and therefore more job opportunities.
If you are not looking to improve professionally then it does not mater, select a country for the culture that interests you the most.
Do you mean to ask which country speaks Spanish the most clearly? (With an accent that can easily be understood by learners?)
If so, in my experience - Colombia, Guatemala, and El Salvador. (I think most of the Central American accents are easy to understand).
I've heard good things about Costa Rican spanish(fist and second hand). Though as others have noted, Mexico is the largest(population-wise) spanish speaking country in the world... with a large population/influence in the USA as well. So that counts for something for sure.
As for Mexico having a more "neutral" accent... I don't know what Mexico people are talking about, but for the Mexico I live in, it really depends on the region and level of education. I have a well educated friend(Mexican) from Mexico City who has trouble understanding people from where I live in Sinaloa...(It makes me feel a little better when I have trouble understanding Mazatlecos!). All that to say, well spoken educated Mexican spanish seems like a fairly good option, but careful with generalizations.
The best Spanish-speaking country, of course, is Spain. But I see Colombians most often. I consider their Spanish accent easiest to understand. However there are differences from person to person. Even some Colombians mumble. Start travelling and experiencing yourself. Nobody can tell it better than You.
Your title and your question are completely different subjects. Do you mean the country in which we think the people speak excellent spanish (easily understood), or the Spanish speaking country that we like the best?
I love studying languages and I obviously want to get understood so I do care about good pronunciation.To start Spanish was born in Spain but only 1 out of 10 spanish speakers are born there, for the rest there are 3 countries that have a well pronounced spanish (consonants and vowels) Mexico, Peru and Colombia. I want to add that in every country well educated people will usually have a good pronunciation. On the other side, you have to get exposed to every accent. Even we native speakers sometimes have trouble understanding some tricky accents. Good luck on your studies!
