"en cuanto" vs "en cuanto a"

The first phrase seems to be mean "as soon as..." and the second "in regards to...", with just the addition of the letter "a"; is that correct?

I looked in the Collins Online Span --> Eng dictionary to see what it had to say. It pretty much confirms your finding, Here is a part of that dictionary's comments:
 

Under "Adverb:Conjunction

What you will notice here is that you are correct in what you have said, BUT (see the BIG "but"), the meanings you have given are not the exclusive and only meanings.

Fíjate en lo que dice el DRAE

en cuanto.

  1. loc. adv. mientras. En cuanto los pastores cantaban, estaba la pastora Diana con el hermoso rostro sobre la mano.
  2. loc. adv. Al punto que, tan pronto como. En cuanto anochezca iré a buscarte.
  3. loc. prepos. Como, en calidad de. En cuanto miembro de su generación, desempeñó un papel importante.

en cuanto a.

  1. loc. adv. Por lo que toca o corresponde a.
