(The first paragraph of the paper states the student is currently enrolled at the school and was of good behavior. I'm not sure if this 2nd paragraph is stating that he should be promoted or is its just stating that the paper was given for what ever purpose the student needed it for)

It's two separate words: "se le".

"Se le extiende la presente". It's talking about a letter or a legal document being issued.
