What is a proyecto de redacción??

Hi guys,

the sentence is "que prometía recoger en los estatutos en proyecto de redacción"

I'm thinking a written draft or maybe written declaration? has anybody seen this before?

It is the drafting portion before a law (or other publication) is finalized. Usually multiple people gather to make changes and add thier input. Once everyone agrees it is eventually published (made official).
