It is simply a way of classifying the cheeses.

Queso fresco also known as Queso blanco - white cheese

Queso curado - Aged cheese/cured cheese

Queso semicurado - Semi-aged cheese

Queso cremoso - Cream cheese

Queso verde/Queso azul - Green cheese/Blue cheese

Queso mixto - Mixed cheese

Queso de bola - Edam cheese

Queso de oveja - Sheep's cheese

Queso de cabra - Goat cheese

Queso de vaca - Cow's milk cheese

Queso manchego - sheep's milk cheese

etc...................

Queso Fresco here in Baja is "new cheese" probably made in the last 24 hours. It is a soft white cheese that is still "bleeding" water/milk and is absolutely delicious with fruit or honey in a hot flour tortilla.

Queso Blanco: A sort of cream cheese, very similar to creme fraiche here in Europe, I believe. Or ricotta cheese? Sort of rather tasteless but suitable for cooking cheescakes, puddings etc.

Do not forget that it also could mean just that. Fresh(ly made) cheese.
