How do I say " Does she have to return to England on Monday?" i'm not sure if I can put "ella" before or after the tiene.

Sorry but if it's a question you have to put it after the verb, so ¿tiene ella que regresar a Inglaterra el lunes?
Affirmative sentences: subject+ verb Interrogative sentences: verb+subject (we usually change the order)

I would drop the "ella" and say, "Tiene que regresar a Inglaterra el lunes?" If you need to use"ella" for some kind of clarification, you can put it before "tiene."
