In Spain we never use "güero".

We use rubio/rubia. If we are talking about the skin we use "pálido/pálida".

They both have the same meaning, which can refer to hair color, skin tone, or both. Rubio(a) is more proper and Güero(a) is more coloquial.

I'm from Spain but I'm currently live in Mexico.

In Spain we never use "güero" as Keirlen said In Mexico we use "güero" but it has to do with light skinned more than blonde hair. I have dark hair friends but with light skin and they are called "güeros" as well.
