Do you mean as a complete sentence or with more Info following on?
Ella piense/Cree que ...+ what ever she thinks/believes.
Eso es lo que cree. As a stand alone sentence, although there are other options.
Edir I've just seen your comment on another post, ok so for your example I'd use 'cree que'.

Can you add any more context as you could use 'pensar' or 'creer'.
Creer signifies believing in a certain thing, event, etc.
Pensar signifies the actual action of thinking (i.e. pondering) about something.
