"Flujos de Cooperación"?

Question

I'm struggling with this sentence, in particular the bolded parts. Any wisdom out there on what it means in this context? This is part of an article on Cuban relations with the United States.

Se mencionan el embargo a Cuba, las certificaciones unilaterales y hasta la exigencia de condonar la deuda o de incrementar los flujos de cooperación.

Here is what I have so far:

It mentions the embargo with Cuba, unilateral certifications, and it condones debt forgiveness and the increase of cooperation flows.

Flujos de cooperacion refers to any monetary or technical assistance as well as any investments that can come in into Cuba from foreign nations to help the economy of the country. Those are technical words use in diplomacy. There is so much to learn. I bet that " flujo de cooperación" is a literal translation from the English language.

After further examination and corresponding with the author, the certificaciones unilaterales refer to blacklisting of nations. The flujos de cooperación are foreign aid flows. - TheStatelessMan, Feb 6, 2014

You have it right, all but a couple of minor details:

They mention the embargo against Cuba, unilateral certifications, and even the demanding of forgiving the debt or of incrementing the flows of cooperation.

I've never heard of anyone saying "unilateral certifications" in English, and I do not understand what it means. The same goes for "the flows of cooperation." Those are literal translations that I am not comfortable with. - TheStatelessMan, Feb 6, 2014

I would translate that as "... avenues/ways of help" Now that has to be understood in both, receive as well as give help.
