Is "con color" some sort of phrase or expression?

It can at times be translated a number of ways depending on context, eg. 'coloured'

El iris es la parte con color en el frente del ojo.

And there are probably other options too depending on context.

con color can mean 'paint-based', 'with paint', 'colored', although all these are basically 'with color'.

con color may not be translated, depending on context.

Quiero una falda con color brillante.

I want a brightly colored skirt (lit. I want a skirt with bright colors).

As KG said, without more context, con color can mean different things (not even counting figurative meanings such as 'con color' meaning 'lively').
