Literally it means to go round and round in circles but many other translations would work ...
Eg.
Tal vez tengamos que darle alguna vuelta a este asunto.
We may have to give this matter some more thought.
Los expertos le han dado vueltas al asunto sobre que es mejor.
Experts have gone back and forth about which is better.
