Proverbios 3:27- Nunca niegues un favor a quien te lo pida, cuando en tu mano esté el hacerlo. The question is, grammatically, what exactly does, "esté el hacerlo" denote?...it's connotations are lucid enough.

Cuando + subjuntive = possible future action in this case the possibility of doing something

El hacerlo = lit. 'the doing of it' could also be translated as 'the power to do something', 'the ability to do something' etc.

What version is this, you may want to start with something simpler. Don´t forget written language is also more formal than spoken
