Is this correct: Si hable despacio quizas yo pueda entenderlo

Apart from constructions that use 'no saber si', si is not followed by the present subjunctive so you just use the present indicative for the first example.

Si habla ....

After quizas the subjunctive is a good option but even then it is optional depending on how sure or unsure you feel about the outcome,

Si hablas más despacio, quizás pueda entenderte.

As Kiwi says, si is not followed by the subjunctve, but then we have a change of person + quizás, this , I think, makes the subjunctive inevitable.

I think, it's a slippery fish, the subjunctive!
