Estamos a dos grados negativos. It's negative two degrees.

Estamos a un grado negativo. It's negative one degree.

.

Estamos a cero grado? (That seems a little off to me.) Estamos a un grado de cero. (This sounds better to me, but what do I know?!)

I don't know if this will help but here goes. I have a Mexican friend who refers to perfect weather (ie. temperature) as being cero grados. I know this does not follow the matching rule, but that is what he says.

Julio: Gringo, es cero grados. Gringo: ¿De veras? A mi parece es menos un grado.

The real tempurature may be 20 or 25 centigrade. It is a kind of relative thing.

A few options:

Hace dos grados bajo cero

Estamos a dos grados bajo cero

Estamos a menos dos grados

Estamos por debajo de dos grados

La temperatura es de dos grados bajo cero

Normalmente se escribe -25C, o 25 grados bajo cero. Por ejemplo, la temperatura más baja en Suecia ha sido de -52,6 °C en Vuoggatjålme en 1966. ¡ Tenemos inviernos muy fríos en Suecia!
