Many word orders and expressions are really shortened variants of longer ideas. In this case "No se considera de buena educación" means "No se considera el comportamiento/la acción de buena educación. With the longer variant it´s quite understandable why the de is where it is in the sentence.

Your translation is the right idea, but more closely: "It´s not considered good breeding to take out a pocket calulator and start dividing costs (or distributing something - depending on context) although we have to recognize that this way confusion is avoided."
