I haven´t heard it either. Just sounds like a direct translation of English´s How are you doing today. It is either someone doing that, or maybe as gringo said, a regionalism.

Type it into the translator above and you get three answers. The best of which is: How are you today? But I have to say that this is probably a regional expression. I have never heard it in Mexico.
