rodneyp, it isn't Mexican slang...it is Mexican-American slang.... just an fyi.

Welcome to the forum. If you plug your question into "Translate" (blue bar at the top) you will see that the question is unclear. "Ese", of course, means "that." Your can type a '¿' by holding down the alt key and typing '168' on the numeric keypad; numlock must be on to do this. That is, alt-168. On this forum, completing your profile is considered the thing to do so others can better understand "where you're coming from."
When we refer to someone as ese, we show disdain towards him as if he has no value at all. This terminology is very common and has been in use long before ghetto gangbanner slang ever became popular with stupid teenagers.
And Francot is right; It´s not polite at all.
"ese" in this context is Mexican slang for dude, or homeboy. It's not a literal translation, but simply used in the say way as those words.
