There is no rule that I have ever heard of that determines when to use this combination. It´s just sentence structure, ie: Por quererla a ella, ya no tengo dinero / Por ser fieles, ellos tienen muchos años juntos / Ahora hay muchas inundaciones en México por estar la atmósfera en un desequilibrio.

Just as an extra point it's all prepositions, not just por, that you follow with an infinitive rather than a conjugated verb.

The reason for this is that in both English and Spanish, a preposition is followed by an object, which is usually a noun but can also be a pronoun or verb that functions as a noun.

In English the verb form functioning as a noun will be the gerund, -ing word, but in Spanish this isn't possible. Instead the infinitive functions as a noun.

Pablo recibió un premio por ser buen alumno.

Pablo received a prize for being a good student.

I think the real question here (and not a simple easily answered one) is when do you use Por. There are many good articles on that, both here, and on other websites. Some of the contexts you´ll see there will include an infinitive too. But in general, as Julian says, I don´t think there is a single good generalization about the por-plus-infinitive construction. Mostly case by case.
