Both verbs seems to mean "to offer". Any clear distinction between the two?

Ofrecer is to offer and brindar is a mixture between to give and to offer.

You might want to read these 2 definitions. Brindar seems to mean an offering made to focus on the recipient whereas ofrecer focuses on the one offering. This is just my "educated" opinion on the difference. Hopefully a native Spanish speaker will confirm or negate this and offer (brindar or ofrecer?) more insight.
