To use le or te?

What is the difference between "Como te va?" and "Como le va?" If one is more formal than the other, than is the informal comparable to the "tu" form? If you are in a country that does not use the "tu" form than which one should you use?

"Le" - formal
Te - informal/familiar
Té = a beverage that you can drink hot or cold.
