I saw a short script about what a host said at the beginning of the game show.

"Bienvenidos a ¿Qué Dices? El programa donde: Tú Tambiém Puedes Decir."

I don't understand why he used the word "donde" here. Doesn't it mean "where"?

How do you translate the 2nd sentence?

Will it be "The program where: You Can Say, too"? Does it make sense?

Here "decir" is closer to "speak" than "say" because the thing to be said is not mentioned. And other times "decir" means "to tell." How it is translated depends on context.

Joy; I think the program is titled "Qué Dices?" The second sentence is like a commercial for this program, or a tag: "The program where you too can speak/say what´s on your mind".

Replacing "donde" with "es" is grammatically correct, but doesn´t have the right nuance (Where can I speak my mind? Here on this program). The punctuation is a little strange - this might be the confusion.

Also, we can use "donde" to mean "when" or as reference to something as in Nikki´s example.
