I have never heard anyone say "problema no hay."

As Paco said, it´s "No hay problema" and in Mexico City we also say a slang form "No hay bronca." This, however, does not mean "you´re welcome" as it does many times in English. It just means "there is no problem."

I agree that both forms of phrase are sometimes used although it is more common for Spanish people to say 'no hay problema'
