Difficult to translate... but it literally means that they have already sworn to either kill you at least kick your butt.
Question. Are you going out with the sister of someone you shouldn't?

Jurartela o te la tienen jurada means that someone does not forget you've done something and sooner or later he/they take vengeance on you.
