If a man calls you Rubia, like Hey rubia as a greeting is that an insult because i know it means blond but does it have the same negative meaning in Spain/Castalla as the term blonde does in English?

No, it's totally different. In English it means the color of hair of a girl, but usually here in Spain the term "Rubia" is used to insult or annoy a girl by her lack of intellect.

No, terms like "rubia" has two meanings I could use it to insult you or not.
You could use curse words to call your friends and they know you are not insulting them.

If there is a sterotype, lets end it now.

Not to my knowledge. I'm not even sure if that same stereotype exists in Spanish.
