Número and cifra are synonymous and interchangable when you referr to quantity. Cifra it can mean: number; cipher, digit, numeral, figure, quantity; encode, code, write in code. secret writing.

dime un número de cuatro cifras/dígitos - tell me a four-figure number/tell me a number of four digits

123.654 es un número de seis cifras - 123.654 is a six-figure number

piensa una cifra/piensa un número - think of a number

la cifra/el número de accidentes ha disminuido - the number of accidents has decreased

la cifra/el número de parados es preocupante - the number of unemployed people is worrying

las cifras dadas por el Gobierno... - the figures provided by the Government...

I think ' cifras' are the means of writing numbers, just as letters are the means of writing the alphabet.

Las cifras látinas se escriben en una manera deferente de las cifras árabes.

Roman numbers are written in a different form from arabic numbers.

I don't think so, cifra is more like a number for a specific purpose, like a statistic or the cost of a house, whereas número es just a generic way of referring to numbers.
