A ti te puede apetecer un té.
Why was 'A ti' added?
Can the sentence go without it and still preserve the same meaning?
Does the position of 'a ti', in the beginning or end of the sentence, affect the meaning of the sentence?

The "a ti" is not strictly necessary, it just serves to emphasize to whom the tea might be pleasing. The sentence has the same meaning without it.

For more info see the grammar lesson "verbs like gustar" "Apetecer" is a verb can be translated like gustar and can have "a tí" but it is not required.
In this case puede is 3 person singular with the infinitive form "apetecer"í
