Is como no or perhaps cómo no ever used for "certainly" or "why not"? If so, is it associated with any particular countries?

¿Cómo no? is used in Latin America to mean, sure, certainly etc I've heard it in Ecuador and it's used here in Nicaragua. My Mexican friends also use it. I love it jaja
