Exclamation and Question mark

Hello,
Why do we use inverted exclamation and question marks in sentences? I observed that if a sentence ends with an exclamation, it starts with an inverted exclamation. Same with question mark. Why is this?

Why does English not use the ¿ and ¡ marks at the beginning of sentences?
