They = ellos (You don't have to use ellos since it's built into the Spanish verb)
do not = no
set = ponen (plural present conjugation)

Incidentally, even in English there are variations. Some British, for example, "lay the table", though there are great arguments whether this usage is at times synedoche--meaning to place the cutlery to some, to set the whole table for others. Is this perhaps the case with "los cubiertos" or not?
