Esta tarde is just this afternoon/evening and doesn´t indicate a specific tense. Context in the sentence determines the tense, ie: nos vemos en la tarde ¿sale? (I´ll see you this evening, OK?) - future. ¡Esta tarde la pasamos muy bien! (We had a great time this afternoon!) - past.
