When should I use de with an adjective?
Is there a rule for when to use de with adjectives? Should I ask for a numero de teléfono or a numero teléfono?

As a general rule only, if there is no adjective form of the word we use de.
In your example we can say it two ways: Número de telefono and número telefónico.
Cuenta bancaria (preferred over "cuenta de banco") but cuenta de cheques ("cheque" has no adjective form).
Área arbolada and área de arboles but área de pinos ("pino" has no adjective form)
Think of it as in English (when you choose not to use the apostrophe follow by an "s" to precede the noun) to express a possessive or the materials something is made of.
A box of chocolate - Una caja de chocolates
La Universidad de los Andes - The University of the Andes
Los establos de la hacienda - The stables of the ranch
El coche de Isabel - The car of Isabel (Isabel's car)
