Presidían or presidía?

El salón tenía dos funciones principales.Primera, cuando se celebraba una ceremonia mayor, el emperador descansaba un rato aquí antes de ir a atender ceremonias importantes en el saón de la armonía suprema, y se reunía con los funcionarios que presidían-presidía la ceremonia para recibir reverencia de los funcionarios.
My question is , whether it´s presidían o presidía here?

Another question, why it´s se reunía, why not se reunían?

Because the subject of that verb is "el emperador", which is singular. - PumpkinCalabaza, May 8, 2013

It should be presidían because we're talking about a plural subject, "los funcionarios."
Also, I think you have a typo; it says "recemonia" instead of "ceremonia."
