You would say "Es una buena idea" (It's a good idea).
While the majority of adjectives come after the noun in Spanish, some adjectives come before the noun. "buena/bueno/buen" is one of those adjectives. Another example is "dulce".

Una buena idea is more widely used. Una idea buena is used when you when to emphasize that among a group of ideas, one is particularly good.
