" la semana pesada" versus " la próxima semana" why is the adj before the noun in one sentence but after in another?

Se puede decir de cualquier forma, "la semana pasada" "la pasada semana" "la semana próxima" "la próxima semana" aunque si lo mas usual es "la semana pasada" y "la próxima semana"

There aren´t hard and fast rules, just tendencies.

In general, the adjective will be after, but there are plenty of constructs where it is more common to hear them before. You´ll just have to get used to which ones are which. In general, you´ll do fine (and always be understood) if you just assume the adjective comes after, and then slowly start using the exceptions as you hear and notice them from natives, such as.

Ella viene la próxima semana. Él va a venir el próximo mes. Que tengas un buen fin de semana. Hace buen tiempo. Es un gran hombre.

etc. etc.
