Subjunctive. "Es util" triggers the subjunctive, and then the conditional with "ser" would trigger the past subjunctive.

Conditional and subjunctive complement each other when they are in the same sentence, directed at the same ocurrence. Sería útil que la gente pudiera................

This depends on the rest of the sentence, and the likelyhood of whatever it is that they might be able to do.
