The spelling is güero for a fair-skin or blond boy.
The girl is güera.
I don't think there are any Spanish words that start WH.
IF a white girl were called a Whetta then, because Spanish is very logical, a white boy would be a Whetto.

In México, is common to call a white boy "güero", or "güerito". The "vendedores" in the street say that word a lot.

The best way I would address a white boy would Chiquito. Senior of Jeffe could also be used if the person is of an older age.
In Peru, they call all lighter skinned people "Gringos," even though they may or may not be from America. Even their own children, if they are lighter in complexion than what is typical, would be called gringo(a)

I've never heard either of these terms before. I think JulianChivi is correct, the word is probably güera and güero.
This is slang and it should be wheda blond or fair complextioned girl. It is slang for Rubia. I think I would go with Ian's answer, whedo.
